Dr. Bartee is the Senior Advisor for Health Systems and Health Security in the Bureau of Global Health Security and Diplomacy at the U.S. Department of State. She has more than twenty-five years’ experience leading, managing, and implementing public health programs and policy both domestically and internationally. She has worked on the U.S. response to numerous public health emergencies including the 2022 Uganda Ebolavirus outbreak, mpox epidemic, COVID-19 pandemic, the 2014-2016 Ebola outbreak in West Africa, and SARS.

Maureen’s research interests include the intersection of global health security and HIV/AIDS, integration of HIV/AIDS programs into national health systems, and measuring global health security.

Dr. Bartee received her DrPH in Health Policy and Management from the University of Georgia, holds an MPH in Epidemiology and Biostatistics from the University of California at Berkeley, and a Bachelor of Science in Anthropology from the University of California, Los Angeles.
