Paul holds a Master of Science in Health Sciences, Emergency and Disaster Management from Trident University International and a Bachelor of Science in Nursing from East Stroudsburg University. With over 30 years of experience in public service, Paul served as a Captain in the United States Public Health Service and as Senior Project Manager for the Administration for Strategic Preparedness and Response (ASPR), where he oversaw federal healthcare preparedness funding across eight southeastern states. He led the development of the National Healthcare Preparedness Capabilities and routinely provided national-level training to hospital preparedness partners.

Earlier in his career, Paul served as a Nurse Manager with the Indian Health Service and as a Critical Care Evacuation Team Element Chief in the U.S. Air Force Special Operations Command, deploying to Iraq and Afghanistan to support trauma and emergency response operations in austere environments.

In his role as Preparedness and Outreach Manager at the University of Georgia’s Institute for Disaster Management (IDM), Paul leads disaster preparedness initiatives across healthcare and community sectors, manages externally funded research projects, and supports IDM leadership in research, technical writing, and grant-aligned budget development.

In his free time, Paul enjoys spending time with his family, reading, mountain biking, and exploring the open road on his motorcycle.
